On Wednesday, 17 September 2025, from 10:00 to 16:00 CEST, a high‑level policy dialogue as part of the Joint Action HEROES will take place online, hosted from Brussels.
This event will bring together EU institutions, Member States, and key stakeholders to discuss how health workforce development can drive health system transition and sustainability in times of workforce crisis.
The dialogue aims to set a strategic orientation for strengthening health workforce development as a foundation for sustainable health systems. It will explore how the EU, Member States, and stakeholders can collaborate to address workforce challenges, explore the lessons learned from national implementation, and discuss how to sustain and scale JA HEROES’ results to support resilience and reform.
The discussion will focus on three key themes:
- Planning for transformation: How workforce planning and forecasting can support innovative models of care and align skills with system reforms.
- Country use and implementation: Sharing experiences from countries already integrating tools and data into policy to accelerate uptake.
- Sustaining HEROES results: Ensuring that the knowledge and tools developed under HEROES are embedded in national and EU‑level frameworks for long‑term resilience.

About the JA HEROES
The dialogue builds on the achievements of JA HEROES, an EU co-funded initiative that brings together 51 organisations from across Europe that focuses on health workforce planning and forecasting in the context of system transformation and emerging models of care.
JA HEROES supports Member States in tackling health workforce challenges through mutual learning, improved planning and forecasting tools, and strategies for embedding these approaches into policy and practice.
