The Knesset’s (Parliament) Health Committee approved the expansion of the “Medical Information Transfer Law” in March 2025. The law requires institutions to share medical information using electronic medical records. The institutions previously included were the health plans, public hospitals, geriatric centres and infant care clinics (well-baby care). The new law adds the IDF, the Prison Service, the Ministries of Defense, Welfare and Transportation, and the National Insurance Institute (NII). The aim is to support integrated care across providers, particularly among those insured by parallel systems (the military and prison) or different payers (for example, rehabilitation care paid for by payers outside of the health system such as the NII or the Ministry of Defense). Patients can opt out of this requirement.
This change is one of the responses to the impacts of the current armed conflict, which has increased the care needs of individuals providing mandatory and reserve military duty significantly. The care of these individuals is funded by the military, but partially provided by the civil system.
