Understanding corruption in health systems: framing anti-corruption work

Request for Proposals (RFP) 2024/EURO/OBS/0001

The World Health Organization (WHO) invites vendors to submit their best offer to Request for Proposals 2024/EURO/OBS/0001.

The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out: a research synthesis that will inform current and future work by the European Observatory on Health Systems and Policies (the Observatory) and its WHO/Headquarters counterparts in a sensitive but important area for health systems - corruption. There are three key components:

  1. pulling together an understanding of the issues around health sector corruption and how it affects populations and health systems;
  2. a scoping and planning exercise that will set out the background and possible approach to a high-level review in follow up to this piece of work and;
  3. development of knowledge brokering outputs to support both the current understanding of the issues and work to advance future initiatives in this area.

Work is expected to begin as early as possible in 2024 and to be mindful of the wider initiatives of the WHO Regional Office for Europe, WHO Headquarters and the Observatory including most particularly in the area of governance. It will also be important to cover European and global dimensions of the issues.

 

This Request for Proposals is published on 02/02/2024.

Intentions to bid are to be submitted no later than 08/02/2024.

Requests for clarifications are to be submitted no later than 15/02/2024.

Bidders shall submit their complete proposal to WHO (euroOBSbids@who.int) no later than 22/02/2024, 18:00 PM Brussels time.
