Societies are ageing everywhere. Yet, long-term care for older adults often falls by the wayside in national policy dialogues for a range of reasons, including a perception that long-term care is an unproductive sector and that providing long-term care is an issue for families to deal with on their own, rather than governments, due to cultural norms. Somewhat paradoxically given its neglect by policy-makers, long-term care is also often viewed as a drain on public resources.
However long-term care is an essential part of the welfare state which should not be overlooked by governments. The COVID-19 pandemic’s impact on older people, particularly those residing in long-term care facilities has demonstrated the consequences of neglecting this invaluable sector. Now more than ever it is essential to provide clear evidence on the wide range of benefits associated with investing in long-term care services— not only for the sake of the health and well-being of direct recipients of care but also to benefit economies, health systems, households and society.
The European Observatory on Health Systems and Policies, WHO Centre for Health Development (Kobe Centre), and WHO Regional Office for Europe have produced an edited volume (forthcoming and published by Cambridge University Press) which combines theory and empirical evidence and provides up-to-date analysis of recent experiences and evolutions of long-term care services in selected countries, covering successes and failures in organizing, financing and regulating long-term care services and evidence on the myriad of benefits that come from a strong, well-resourced long-term care system in an effort to make the case for investment.
