Across Europe, limited coverage of dental care is a major barrier for equal and affordable access to oral health care services and a challenge to providing universal health coverage.

To improve financial protection for oral health, countries need to increase the scope, depth and breadth of coverage. At the same time, there is need to ensure access to publicly financed dental services such as the availability of dentists contracting with public payers.
