The WHO Small Countries initiative in Europe includes 11 states with a population of 2 million people and under.  With more limited capacity and specialization, these countries have faced unique challenges but also opportunities when responding to the COVID-19 pandemic. For example, governance and vaccine delivery may be more straightforward with a smaller population, but negotiations with vaccine suppliers may be more challenging. What are the challenges small countries have faced? How have small countries in Europe collaborated across borders to address those challenges? What can all countries learn from their experience?
