Governing in the COVID-19 pandemic: Centralization within and between governments

Successful responses to the COVID-19 pandemic require coordination within and across governments. Within governments, leaders centralised power early in the response, concentrating their authority. Even in federations, policy-making was temporarily centralised, with the central government taking more decisions than usual. Across governments, policy-makers initially adopted differing approaches to coordinating the pandemic response between central, regional, and local government. Now there seems to be less centralisation, particularly within those federations, and regional or local governments are more prominent. Will this be good enough to meet the current challenge?
