Federal Council adopts new Health Policy Strategy “Health2030”

On 6 December 2019, the Federal Council adopted the new Swiss health policy strategy “Health2030”, which sets the framework for priority activities at federal level.

Under the previous strategy “Health2020” over 36 measures have been pursued on the federal and cantonal level to ensure a resilient health system and affordable access to care for all. Since 2013, these measures were implemented through various projects of which many have shown positive effects. Health2030 builds on these experiences and achievements. It focuses on four key challenges:

  • technological and digital transformation
  • demographic and social changes
  • maintaining high-quality and affordable care
  • opportunities for a healthy life.

 

Health2030 defines eight objectives and 16 lines of actions for the development of concrete measures:

  1. Ensure that all health system actors use health data and new medical technologies by (1) promoting digitalisation and data usage, and (2) defining how new technologies should be used.
  2. Empower citizens to make well-informed, responsible and risk-aware health decisions by (3) improved public information, and (4) lines of information on health and diseases.
  3. The government, insurers and all actors in long-term care ensure sufficient supply of qualified staff for efficient provision of long-term care through (5.) the provision of more long-term carers and (6.) the optimisation of funding of long-term care.
  4. Ensure that people of all ages enjoy favorable conditions to be as healthy as possible by (7) enhancing prevention of non-communicable diseases and (8) promoting child and adolescent health.
  5. The government, insurers and service providers aim at reducing over-provision, under-provision and inappropriate provision of care. Lines of action are (9) the enhancement of coordinated care and (10) the improvement of medical treatments.
  6. The government, insurers and service providers control cost increase in compulsory health insurance. They ease the financial burden on low-income households more effectively. Lines of actions are to (11) influence cost developments and (12) optimize individual premium reduction.
  7. Ensure that current and future generations can enjoy optimal health and can benefit from biodiversity and landscape quality. Lines of action are (13) the reduction of environmental health risks and (14) preserving and supporting nature and landscape quality.
  8. The government, cantons and employers utilise the opportunities that arise from new forms of employment in the world of work and take account of the resulting risks. Lines of action are (15) the prevention of negative health effects of new forms of employment and (16) fostering healthy work environments.
