In December 2024, the Interterritorial Council of the Spanish Health System approved the 2025–2027 Primary and Community Care Action Plan, in response to the assessment of the previous 2022–2023 Plan. The new Action Plan deploys nine strategic lines, standing out: improving working conditions, developing regional plans to retain talent and promoting continuity of care. The Action Plan also aims to increase primary care workforce with new professionals and roles (that is, administrative help-desk, physiotherapists, occupational therapists, podologists, pharmacists, nutritionists, social workers, etc.), widening the benefits basket with new diagnostic procedures and dental care services, as well as building capacity to reduce unnecessary referrals to specialized care.
This Action Plan will have an earmarked budget and will be implemented by the Autonomous Communities. An assessment and monitoring system will be set up to follow up its progress and ensure that the planned objectives are met.
