Regulating retirement homes in Ontario

The Retirement Homes Act in 2010 established new standards for the industry and created the Retirement Homes Regulatory Authority. Ontario’s ageing population and growing public awareness regarding retirement home conditions resulted in increased demands for regulations. The reforms aimed to ensure patients’ dignity, respect, safety, and privacy. It addressed care standards, protections against abuse, powers of inspectors, and established a penalty system. Public consultation resulted in heated debate over the composition of the regulatory authority. The government opted to allow the industry to form a regulatory board among themselves. A third-party evaluation at the five-year mark indicated favorable progress, including in regulatory content and oversight.
