Ontario proposed to expand out-of-province coverage to home and community care

Ontario proposed to cover costs of home and community care for residents who are temporarily in another province or territory. At present, only physician and hospital services are subject to the “portability” condition of the 1984 Canada Health Act that requires provinces to cover the costs of these services for their residents when traveling to other provinces. For services outside this basket of universally covered services, people have to pay privately while traveling in Canada outside their home province. This proposal aims to address this gap in coverage for Ontarians. However, with the change in government in Ontario in June 2018, these regulatory amendments are less likely to be approved.
