Improving Accessibility to Services and Increasing Efficiency Through Merger and Centralization in Québec

While other Canadian provinces, such as Alberta, have moved to consolidate sub-provincial health regions into single delegated health authorities over the past decade, Quebec has made a similar effort to centralize authority with a major system restructuring. Bill 10 was introduced on 25 September 2014 and aimed to centralize aspects of health system management and promote the integration of health services. The Québec Liberal government, through the dissolution of intermediary roles at the regional level, restructured the governance of health and social services facilities. This resulted in the merging of 182 health and social services facilities into 34 Centre intégré de santé et des services sociaux (CISSS). Each CISSS would operate under a minister-appointed board of directors – with oversight of the full range of health and social services. Bill 10 was criticized for having been hastily implemented without sufficient supporting evidence demonstrating its potential success.
