Federal health coverage program for refugees restored in 2016

01 April 2020 | Country Update

With a change of federal government in 2016, funding for the federal health insurance program for refugees, the Interim Federal Health Program (IFHP), was restored after four years of significant reductions. IFHP aims to provide temporary health coverage to eligible refugees, refugee claimants, and others who do not qualify for provincial or territorial health care plans. In June of 2012, Jason Kenny, the Conservative Minister of Citizenship, Immigration, and Multiculturalism reformed the IFHP which ultimately led to the reduction of many health services for refugees and refugee claimants. The Conservative government framed this move around the notion of fairness but was ruled by the Federal Court to be harsh treatment towards a marginalized group.
