Country overview

The entitlement of the population to health services is defined by the State-Guaranteed Benefit Package (SGBP), which entitles all patients to free primary health care services, regardless of their insurance status and enrolment with primary care providers. 


A mandatory health insurance system has been established in 1996. Financing of the Kyrgyz health system now comes from three principal sources: the public sector (general taxation and mandatory health insurance), private households (mainly in the form of out-of-pocket payments) and external funds from international development agencies. 

In primary health care, family group practices, family medicine centres and a limited number of general practice centres provide most health services; however, in small villages and remote areas with populations between 500 and 2000 people, primary health services are provided by feldsher-midwifery posts. The hospital sector has been restructured and reduced.
