Biography

A CIPFA‑qualified public finance professional with a degree in Business Administration, Shirley has over two decades of experience in resource planning, financial compliance, and treasury management.

Shirley works with the Observatory team and its governance structures to ensure that financial planning, reporting and resource management fully support the Observatory’s strategic priorities. She supports the development of annual budgets and resource plans, ensuring IPSAS‑compliant reporting and alignment with WHO regulations so that the Observatory’s work is delivered efficiently and transparently. Her role includes working closely with programme teams and senior management to shape operational workplans within UN management systems, prepare project budgets for European institutions and governmental donors, and ensure that funds are allocated and monitored effectively across hubs.

She manages the Observatory’s daily financial operations, including eImprest and VAT reporting to the Belgian Ministry of Finance, and ensures that all financial processes meet WHO rules and procedures. She also supports colleagues, Partners and stakeholders by providing financial guidance that strengthens coordination and coherence across the Observatory’s activities.

As a WHO‑certified Anti‑Fraud and Anti‑Corruption (AFAC) Ambassador, Shirley contributes to implementing WHO policies on fraud prevention, detection and response. She plays a role in reinforcing internal controls and strengthening financial risk management, helping to safeguard the integrity of the Observatory’s work.

Shirley is currently based in the Observatory’s secretariat in Brussels.
