Biography

Scott L. Greer, Ph.D, a political scientist, is an Associate Professor of Health Management and Policy as well as Political Science at the University of Michigan and Senior Expert Advisor on Health Governance for the European Observatory on Health Systems and Policies.

Dr. Greer researches the ways in which political systems operate and shape health policy decisions. He has done extensive research on a variety of topics including COVID-19 policy response, health governance, strategic purchasing in health care, the politics of public health and disaster response, federalism, science policy, and European integration. He conducts research on the European Union, United Kingdom, and the United States in particular. He is also Senior Expert Advisor on Health Governance to the European Observatory on Health Systems and Policies.

Before coming to the University of Michigan, he taught at University College London. He has published over fifty book chapters and articles in journals including the British Medical Journal, American Journal of Public Health, Social Science and Medicine, Journal of European Public Policy, Journal of European Social Policy, and Journal of Health Politics, Policy and Law.
