Physical distancing was one of the first control measures implemented in Montenegro.

Even before the laboratory confirmation of the first case, during mid to late February communication on hygiene measures and physical distancing has been intensified, first as recommendations, and then as obligatory measures stipulated in the ordinances of the Ministry of Health.

During the response phase, intensive legal activity has been ongoing with measures being evaluated, discussed and ordinances issued on an almost daily basis.

On March 11th , the Ministry issued a set of measures which, among others, included:
- international travellers coming from COIVD19 affected countries to be put under limited movement rules in their homes with daily epidemiological and medical supervision
- international travel of government employees and school children organized by the Ministry of Education or schools to be banned
- sport events to be organized without audience
- ban on arrivals of international sport teams from affected areas

On March 13th  the Ministry issued an additional set of measures:
- limitation of international maritime transport
- ban on all public gatherings, both in closed and open public areas, including sport events, political, religious, art and culture events, and all kinds of public events,
- ban on private events and mass gatherings, including weddings, funerals, and others
- ban on visits to chronic care institutions (hospitals, nursing homes and other)
- ban on visits in detention facilities including jails and correctional departments and prisons
- ban on all educational activities
- closure of a number of points of entry (border crossings)

On March 15th :
- ban on arrival of international foreign travellers, except in certain conditions and circumstances
- self-isolation of all Montenegrin citizens and foreigners arriving in the country
- limitation and closure of certain businesses:
o bars and night clubs
o restaurants and cafés
o shopping malls
o children playrooms
o gyms
o casinos, betting premises and gambling rooms
- limitation of numbers of customers in shops and supermarkets according to their size (1 customer per 10 square meters of the shop)
- obligatory physical distancing in the shops and while queuing in front of the store and inside

On March 16th:
- obligatory physical distancing in all government services working with citizens

On March 17th:
- ban on public traffic between municipalities (buses, trains)
- obligatory e-services introduced for government sectors where applicable
- ban on sport grounds
- ban of business of cosmetics, beauty salons and hairdressers

On March 18th:
- ban on all nonessential trade business. Pharmacies and grocery stores including supermarkets, petrol stations, gardening and agriculture goods, food and feed stores, pet supplies and other essential stores remain open
- closure of taxi and cab services
- introduction of new healthcare services related to COVID19 with emphasis on telemedicine and home-based services

On March 19th:
- ban on the use of private motor vehicles for more than two adults, unless belonging to the same household

During March and April other bans and restrictions aiming at improving physical distancing were introduced:
- ban on the presence in all public areas of more than one person, except for a child under 12 years of age, a child with autism spectrum disorders and other developmental disorders and persons using a wheelchair, in the presence of one parent, guardian, adoptive parent, foster parent , a companion or other adult member of the family household. This prohibition does not apply to persons performing regular work tasks in activities permitted by orders
- ban on the presence use of persons on beaches (river, lake and sea), arranged and unarranged bathing areas and picnic areas;
- the obligation of legal and individual entities performing construction works is to organize work in a way that ensures compliance with epidemiological measures, especially respecting the social and physical distance between employees and other measures of protection and health at work;
- citizens of the municipality of Tuzi are prohibited from leaving their residential buildings and also leaving the territory of the municipality of Tuzi due to a large localized outbreak
