In 2024, Latvia began reorganizing its mental healthcare system to create a unified, patient-centred, and better-coordinated network of services. The reform seeks to improve continuity of care, strengthen integration with social assistance, and make more efficient use of resources by reducing administrative costs and improving human resource planning.
A key step is the integration of five regional hospitals into the National Mental Health Center (NPVC), which will function as the central coordination body for mental health and addiction care nationwide. The reform also aims to implement a unified remuneration system and establish common quality standards across all NPVC structural units.
The reorganization was approved by the Cabinet of Ministers within the framework of the Mental Health Care Improvement Plan 2023–2025. By consolidating governance and standardizing service provision, the reform is expected to reduce fragmentation, improve access and quality of care, and strengthen accountability in Latvia’s mental health system.
